Description

HIOTHGOVPREM indicates whether, for at least one day of the current calendar year, the person had other public coverage where a premium is paid. This variable was constructed by AHRQ staff based on the values of the corresponding 12 month-by-month other public health care coverage variables (OPPREMJA-OPPREMDE).

HIOTHGOVPREM and the OPPREMMM variables are provided only to assist in editing and should not be used to make separate insurance estimates for these types of insurance categories. Questions about other public hospital/physician coverage were asked to confirm whether a person who did not initially report any comprehensive coverage during a round has insurance. Respondents reporting other hospital/physician coverage were asked follow-up questions to determine if they had any other public coverage (HIOTHGOV, other public coverage that is an HMO (HIOTHGOVHMO), and other public coverage where a premium is paid (HIOTHGOVPREM). These variables are not mutually exclusive.

Prior to 2018, the variables HIOTHGOVA (public managed care health insurance (HMO) with premiums) and HIOTHGOVB (other public non-managed health insurance) reported other public insurance coverage but did not disaggregate whether the coverage was from an HMO or if the coverage required a premium. Analysts should be aware that they might see changes in coverage trends if using these variables in combination with HIOTHGOVPREM, HIOTHGOVHMO and/or HIOTHGOV.
